Downs Rachlin Martin PLLC announced that Johan W.E. Maitland has joined the firm as a partner in the labor and employment practice group. Maitland was a partner in the Burlington firm of Gravel and Shea. Earlier in his legal career, he was an associate in Downs Rachlin's Burlington office. Kim S. Velk has joined the firm as an associate in the Schoenberg Family Law Group. Since May 2003, she has served as deputy state's attorney in Lamoille County. She served as chairwoman of the Lamoille County Domestic Violence Task Force. Her prior work included six years as an associate with Collins, McMahon & Harris in Burlington.

Middlebury College President Ronald D. Liebowitz announced that Robert S. Clagett, senior admissions officer and associate director of financial aid at Harvard College, has been named dean of admissions at Middlebury. Clagett will be responsible for undergraduate admissions policy and oversee the operations of the admissions office. He assumes his responsibilities in July.

Union Bank announced the hiring of Rebecca Gonyea as training manager. She will work out of the bank's headquarters in Morrisville. Gonyea has eight years' experience in human services, most recently with Champlain Valley Head Start in Burlington, where she was family services coordinator. The bank also announced the hiring of Alycia Vosinek as commercial lending officer at the bank's Littleton, N.H., loan center. Vosinek has 13 years of banking experience in Vermont and New Hampshire, most recently at Passumpsic Savings Bank.

Dubois & King Inc. consulting engineers announced that Lynette Whitney, P.E., joined the firm as an environmental engineer for the public works division. Whitney has more than five years' experience in utilities engineering, site design and environmental permitting.

The Vermont Institute of Natural Science announced the appointment of P.J. Skehan as director of the VINS Nature Center in Quechee. For 23 years, Skehan has worked at Simon Pearce, most recently as general manager and head of operations, managing three glass factories, 12 retail stores and a fine dining establishment.

Waitsfield and Champlain Valley Telecom announced a change in leadership, as the third generation of the Haskin family assumed the reins of the company. Gregg Haskin was promoted to president and chief executive officer as, after 50 years of managing the family-owned company, Dana and Eleanor Haskin are stepping down from daily operations. They will remain active on the board of directors, and Eleanor will assume the role of board chairwoman. Dana remains chairman emeritus of the board.

David Krupa of South Burlington was named vice president of marketing at Blue Cross and Blue Shield of Vermont. Krupa was employed at ConnectiCare, Connecticut's largest privately owned health plan. He is a licensed life and health producer and a Certified Business Communicator.

Mark Schulman, president of Goddard College, announced two appointments. Susan Fleming was promoted to dean of the College for Academic Programs. Fleming joined Goddard as a full-time faculty member in 2001 and has been program director of the bachelor of arts and master of arts program in education since 2002. Sarah Jo Hooker was named director of alumni relations at the college. She has 35 years of experience in higher education, the last 25 having been spent working at Vermont College, now part of The Union Institute.

Paul Kaza, president of Paul Kaza Associates, announced several staff additions. Jeff Bowman was named senior media buyer. He was a national broadcast media buyer for Quintel Communications in Florida. Kaela Plant, named public relations account coordinator, has been working part time in office administration at PKA while finishing her final year at Champlain College. Christie Mayo is office administrator. She will handle switchboard and other responsibilities.

Linda M. Kogut joined Central Vermont Medical Center as assistant director of rehabilitation services. Kogut is certified in neuro-developmental treatment and is a Vermont-licensed driver educator. She was at Starr Farm Nursing Center in Burlington as an occupational therapist and occupational therapy fieldwork coordinator.

Jolene Ciosek, formerly administrative assistant to the director of sales and marketing for the Spirit of Ethan Allen III, has joined Hampton Direct, an importing and distribution firm in Williston, as a sales assistant.

Thomas S. Leavitt, senior vice president, retail banking for Merchants Bank, announced that Elizabeth Simpson, teller customer representative, was promoted to lender customer representative. Simpson works at the Bellows Falls branch. To qualify for this promotion, Simpson completed courses of the Credit Authority Review and Rating and Performance Evaluation Training and Tracking programs.

Channel 3 News announced that Kristin Kelly will return to WCAX-TV to co-anchor the station's 6 p.m. newscast with Marselis Parsons and the station's 11 p.m. newscast alongside Roger Garrity. Parsons, the Channel 3 news director, made the announcement. Bridget Barry Caswell has been acting as interim co-anchor on the 6 p.m. news.

Lang Associates announced several additions to its sales team. Carol L. Johnson has a background in outside sales and marketing in advertising, insurance, restaurant, HVAC and pharmaceuticals. She recently completed graduate course work in St. Michael's College's clinical psychology program. Candy Rice was a support staffer for Lang associate Cathie Goodheart. She also works part time in the Winooski School District. Cecelia Teague owns an interior design business, Teague Design LLC. Lang also announced that Matt Whitby was named information technology assistant. He is a recent graduate from Champlain College with a bachelor's degree in computer networking.

Paul Frank and Collins P.C. announced that Frank V. Petrosino has become a principal and shareholder of the firm. Petrosino graduated from Boston University with a bachelor of business administration and gained international business experience with a paper products company in Sweden. After managing a small business in the United States, he enrolled at New England School of Law, where he earned his law degree ad graduated magna cum laude.

Jeffrey Trumbower, professor and chairman of religious studies at St. Michael's College, was named dean of the college. Trumbower, the author of two books, eight articles and numerous book reviews, has been on the college's faculty since 1989.

Mandy Fisher has joined ReCycle North as an administrative assistant. She will also be the primary dispatcher for the organization's pickup and delivery service. She has master's degreesin theological studies and anthropology, and experience in library research and customer service.

Kelliher Samets Volk has promoted Cheryl Eaton, who was named a partner o the firm in September, to director of brand management. She has worked at the marketing firm since 1994 and was director of strategic planning and research. Before joining KSV, Eaton headed her own independent production company in Los Angeles.

vBay, an eBay consignment store, announced the appointment of Robert Hutchings as store manager and Marika Krull as business development manager. Hutchings oversees customer sales and service, day-to-day operations of the storefront and all eBay auctions. Krull manages sales for business consignment services and the fund-raising outlet.

The city of South Burlington hired Tim Grover as superintendent of its new storm water utility. Grover was water pollution control superintendent for the city of Winooski. He has 20 years of water quality experience.

Bread Loaf Corp. architects, planners and builders in Middlebury hired Kenneth Tichacek as manager of client services. His primary responsibility will be to identify target markets for the firm. He has more than 25 years' experience in planning, design and construction. He was with Dacon Corp. in Natick, Mass.

Vermont Nut Free Chocolates has moved from the South Hero home of its founders, Mark and Gail Elvidge, to quarters in its new building at 10 Island Circle in Grand Isle, where the company has opened a retail store. Gail is president and Mark is vice president of the company, which specializes in hand-made chocolates of all kinds that are made in small batches with nut-free ingredients.
